Creamy Layer एक ऐसा शब्द है जो भारत सरकार द्वारा OBC (अन्य पिछड़ा वर्ग) की आरक्षण नीति में उपयोग किया जाता है। इसका सीधा अर्थ है – OBC वर्ग के वो लोग जो अब सामाजिक और आर्थिक रूप से पिछड़े नहीं रहे, यानी उनकी आय और स्थिति सामान्य वर्ग के बराबर या उससे बेहतर है।

ऐसे OBC वर्ग के लोगों को Creamy Layer में रखा जाता है और उन्हें सरकारी नौकरी या शिक्षा में आरक्षण का लाभ नहीं मिलता। 


✅ Creamy Layer Certificate किसे बनवाना ज़रूरी है?

➤ अगर आप OBC Category से हैं और आप किसी भी सरकारी नौकरी या पढ़ाई (जैसे UPSC, SSC, Railway, NEET, JEE, etc.) में आरक्षण (Reservation) का फायदा लेना चाहते हैं,

तो आपको Non-Creamy Layer Certificate बनवाना ज़रूरी है।

1. Non-Creamy Layer Certificate:

  • ये दिखाता है कि आप OBC हैं और अभी भी आर्थिक रूप से कमजोर या पिछड़े हो।

  • आपको आरक्षण मिलेगा।

2. Creamy Layer:

  • इसका मतलब है कि आप OBC हो लेकिन आपके परिवार की इनकम या पद इतना ज़्यादा है कि आप आरक्षण के हकदार नहीं हो।

  • ऐसे लोग चाहे OBC जाति से हों, लेकिन उन्हें आरक्षण नहीं मिलेगा।

  • इन्हें Non-Creamy Layer certificate नहीं मिलता।

✅ Creamy Layer में कौन-कौन आते हैं?

निम्नलिखित OBC व्यक्ति Creamy Layer में आते हैं, जिन्हें आरक्षण का लाभ नहीं मिलता:

  1. जिनके माता-पिता Group A या Group B की सरकारी नौकरी में हैं।
  2. जिनकी पारिवारिक आय ₹8 लाख प्रति वर्ष से अधिक है (अंतिम 3 वर्षों तक)।
  3. जो ऊँचे पदों पर निजी क्षेत्र में कार्यरत हैं।
  4. जिनके पास बहुत अधिक ज़मीन, मकान या अन्य संपत्ति है।

✅ Non-Creamy Layer Certificate किसे बनवाना ज़रूरी है?

जो भी OBC वर्ग के व्यक्ति सरकारी नौकरी, प्रतियोगी परीक्षा, शिक्षा, स्कॉलरशिप, या सरकारी योजना का लाभ लेना चाहते हैं – और जिनकी पारिवारिक आय ₹8 लाख से कम है, उन्हें Non-Creamy Layer Certificate बनवाना अनिवार्य होता है।


📋 Non-Creamy Layer Certificate कैसे बनवाएं?

🔹 आवेदन प्रक्रिया:

  1. ऑनलाइन पोर्टल या नजदीकी CSC (जन सेवा केंद्र) पर जाएं।
  2. आवेदन फॉर्म भरें – जाति, पता, आय, परिवार विवरण आदि।
  3. सभी आवश्यक दस्तावेज़ अपलोड करें या संलग्न करें।
  4. आवेदन सबमिट करें और रसीद प्राप्त करें।
  5. दस्तावेज़ सत्यापन के बाद प्रमाण पत्र जारी किया जाएगा।

  • आधार कार्ड

  • राशन कार्ड / परिवार पहचान पत्र

  • जाति प्रमाण पत्र (OBC)

  • निवास प्रमाण पत्र

  • आय प्रमाण पत्र (पिछले 3 वर्षों की)

  • पासपोर्ट साइज फोटो


🕒 प्रमाण पत्र की वैधता:

Non-Creamy Layer Certificate की वैधता आमतौर पर 1 वर्ष की होती है। इसके बाद आपको नया प्रमाण पत्र बनवाना होगा।
